MoWA and CWEA Partner to Empower Women-owned Entrepreneurs
AKP Phnom Penh, March 20, 2026 -- The Ministry of Women’s Affairs (MoWA) and the Cambodia Women Entrepreneurs Association (CWEA) have signed a memorandum of understanding (MoU) aimed at advancing women’s economic empowerment and entrepreneurship across Cambodia.
The agreement, formally signed on Mar. 19, establishes a collaborative framework under the Women’s Economic and Entrepreneurship Development Centre (WEE-DC), a national platform designed to promote women’s participation and leadership in the economy.
Covering the period from 2026 to 2030, the partnership reflects a strengthened alignment between public and private sectors to support women-led enterprises and foster more inclusive economic growth.
The MoU is aligned with the Neary Rattanak VI Strategy, which prioritises women’s economic empowerment by ensuring equal access to education, skills development, employment, entrepreneurship, digital technology and financial services.
Under the agreement, both parties have committed to cooperation in promoting stronger public-private partnerships to increase investment and innovation in women-led businesses, implementing joint programmes to enhance entrepreneurial skills and resilience, and expanding capacity-building efforts to improve market access and business networks.
In addition, the partnership aims to intensify women’s voices within the entrepreneurial ecosystem and support the development of gender-responsive business policies.
The Ministry stated that the MoU is a significant milestone in building a more inclusive and supportive environment for women entrepreneurs.
