Cambodia Launches IDPoor Portal to Strengthen Digital Social Protection System
AKP Phnom Penh, March 24, 2026 -- The IDPoor Portal on the Digital Social Protection Platform – Cambodia’s standard system for targeting poor and at-risk households for social services – was officially launched in Phnom Penh this morning, marking a significant step in modernising the country’s social protection data system.
Speaking at the launch, H.E. Bin Troachhey, Minister of Planning, described the initiative as a key milestone in strengthening and integrating support for vulnerable families within Cambodia’s digital social protection ecosystem, as outlined in the Strategic Plan for Digital Transformation in the Social Protection System 2024-2028.
“This modernisation and harmonisation will serve as a catalyst to improve the efficiency and effectiveness of implementing the National Social Protection Policy Framework 2024-2035,” he said.
He added that the new system will make social protection services more efficient, interconnected, and responsive to citizens’ needs.
H.E. Chan Narith, Secretary of State at the Ministry of Economy and Finance and Secretary-General of the National Social Protection Council, highlighted that the full digital transformation of the system – from national to sub-national levels and beneficiaries – will enhance accuracy, efficiency, and accessibility in delivering support to targeted groups.
He noted that the initiative also contributes to the implementation of the Cambodia Digital Economy and Society Policy Framework 2021-2035, supporting the development of digital government, infrastructure, and citizen engagement, while strengthening trust through common standards and data protection frameworks.
The Cambodia Digital Social Protection Platform was awarded a Gold Medal at the ASEAN Digital Awards 2026 on Jan. 15, underscoring the Kingdom’s growing leadership in digital public service innovation in the region.
IDPoor is a nationally owned, implemented, and funded system that has successfully established a nationwide poverty identification mechanism through decentralised administrative structures.
As of early 2026, the IDPoor database recorded 722,750 poor households holding Equity Cards and 290,783 households classified as vulnerable.
