Cambodia, KOICA Launch Major Forensic Science Project to Modernise Policing
AKP Phnom Penh, March 31, 2026 -- The Ministry of Interior (MoI) and the Korea International Cooperation Agency (KOICA) have officially signed a Record of Discussion (RD) for the “Project for Strengthening CSI and Forensic Science Capacity of Police in Cambodia.”
The initiative, set to run from 2026 to 2031, aims to modernise law enforcement through advanced investigative techniques and enhanced digital forensic capabilities.
The agreement was signed in Phnom Penh on Mar. 31 by H.E. Abhisantibindit Sar Sokha, Deputy Prime Minister and Minister of Interior, and Ms. Choi Moon Jung, Country Director of the KOICA Cambodia Office.
The signing ceremony was witnessed by H.E. Kim Chang Yong, Ambassador of the Republic of Korea to Cambodia, with participation from representatives of the Police Academy of Cambodia (PAC) and the General Commissariat of National Police (GCNP).
Key goals of the initiative include establishing a state-of-the-art forensic science and research facility at the PAC, as well as upgrading Crime Scene Investigation (CSI) and digital forensic laboratories at the GCNP to meet international standards.
The project will also provide advanced training in key disciplines such as DNA analysis, toxicology, and digital forensics. In addition, it will strengthen evidence-based policing by equipping law enforcement agencies with modern forensic tools to better combat evolving criminal networks.
Aligned with Cambodia’s national development priorities, the cooperation supports the Pentagonal Strategy – Phase 1 (2024-2028) and contributes to the long-term vision of Cambodia Vision 2050.
By investing in human capital and fostering innovation in law enforcement, the project is expected to enhance national security and public safety.
As the two countries approach the 30th anniversary of the re-establishment of diplomatic relations in 2027, KOICA reaffirmed its commitment as a long-standing development partner dedicated to promoting a safer future for Cambodia.
