Phnom Penh Municipal Court Orders Detention of Eight Chinese and Japanese Suspects at PJ Prison
AKP Phnom Penh, April 18, 2026 --
The Investigating Judge of the Phnom Penh Municipal Court on April 15, 2026, ordered the detention of eight suspects – five Japanese nationals and three Chinese nationals – after charging them in connection with an organised online scam operation involving aggravated fraud, according to the Secretariat of the Commission for Combating Online Scams (CCOS).
The suspects were detained under eight separate detention orders issued by Investigating Judge Mr. Kuch Tara.
The three Chinese nationals were identified as ZHENG YUSONG, CUI SHENG XUN, and WU SHENG LONG, and the five Japanese nationals as MIDORIKAWA AYUMU, NOMOTO KOJI, MATSUMOTO TAKAYUKI, MIYAKUSHI HARUKI, and HAMADA AKIRA.
The suspects are under investigation for alleged aggravated fraud committed by an organised group through online scam activities at the Phnom Penh Galaxy Garden Condominium, located on the 13th floor, Rooms 1316 and 1318, Concrete Road, Ban Lae Saet village, Sangkat Khmuonh, Khan Sen Sok, Phnom Penh, from Feb. 1 to April 6, 2026, the CCOS Secretariat pointed out.
The alleged offences are punishable under Articles 377 and 380 of the Criminal Code.
According to the CCOS Secretariat, from July 2025 to March 2026, municipal and provincial authorities cracked down on more than 250 online fraud cases and referred over 80 cases to the courts, involving more than 750 suspects of Chinese, Thai, Vietnamese, Japanese, South Korean, Singaporean, and Cambodian nationalities.
