AKP Phnom Penh, July 24, 2026 —

His Majesty Preah Bat Samdech Preah Norodom Sihamoni, King of Cambodia, has issued a Royal Decree granting a partial royal pardon to Mr. Kem Sokha, former President of the Supreme Court-dissolved Cambodia National Rescue Party (CNRP), by lifting the additional penalty prohibiting him from leaving the territory of Cambodia for a period of five years.

According to the Royal Decree signed on July 24, the pardon applies solely to the travel ban imposed under the final criminal judgment No. 790 Kr XI “A.N.” issued by the Phnom Penh Court of Appeal on April 30, 2026.

The Royal Decree specifies that the pardon does not apply to any other additional penalties imposed by the court.

Prime Minister Samdech Moha Borvor Thipadei Hun Manet has been tasked with implementing the Royal Decree, which takes effect from the date of its signature.

On May 25, 2026, Mr. Kem Sokha, born in 1953, was also granted a royal pardon, waiving his 27-year prison sentence imposed by the Phnom Penh Appeal Court.
