AKP Phnom Penh, July 28, 2026 —

Samdech Maha Rathsapheathika Thipadei Khuon Sudary, President of the National Assembly of the Kingdom of Cambodia, paid a courtesy call on H.E. To Lam, General Secretary of the Communist Party of Viet Nam and State President of Viet Nam, in Hanoi on July 28 during her official and friendship visit to Viet Nam.

The two leaders reaffirmed their commitment to strengthening bilateral ties based on “good neighbourliness, traditional friendship, comprehensive cooperation, and long-term stability,” with the shared goal of promoting sustainable development and greater benefits for the peoples of both countries.

H.E. To Lam welcomed Samdech Khuon Sudary and the Cambodian high-level delegation, describing the visit as another testament to the enduring friendship between the two nations. He congratulated Cambodia on its continued socio-economic progress under the leadership of Prime Minister Samdech Thipadei Hun Manet.

Samdech Khuon Sudary congratulated H.E. To Lam on his re-election as General Secretary of the Communist Party of Viet Nam for the 2026-2031 term and commended Viet Nam’s achievements in governance, economic reform, public administration, and anti-corruption, which have strengthened the country’s regional and international standing.

She also briefed H.E. To Lam on her talks with National Assembly Chairman H.E. Tran Thanh Man, highlighting their agreement to revise the 2022 Memorandum of Understanding between the two National Assemblies to better reflect current priorities and deepen parliamentary cooperation.

H.E. To Lam welcomed the positive momentum in Cambodia-Viet Nam relations, recalling his discussions with Senate President Samdech Techo Hun Sen in Phnom Penh earlier this year. He underscored the importance of enhancing regional connectivity, including the proposed Phnom Penh–Ho Chi Minh City expressway, while continuing to develop the shared border into one of peace, friendship, and prosperity.

He also called for stronger cooperation in trade, investment, and agriculture, encouraging greater imports of Cambodian rice and cashew nuts and more investment in agricultural processing in Cambodia. As ASEAN member states, he said, both countries should continue working together to uphold ASEAN unity and promote regional peace, stability, and prosperity.

On regional and international affairs, Samdech Khuon Sudary stressed the growing role of parliamentary diplomacy in promoting dialogue, political trust, peace, and sustainable development based on international law. She reaffirmed Cambodia’s commitment to the UN Charter, an open and rules-based multilateral system, and closer international cooperation.

The meeting concluded with both sides expressing confidence that stronger cooperation would foster long-term development, regional connectivity, and shared prosperity.
