Cambodia Calls for International Cooperation Against Online Scams

Cambodia has stated that the fight against transnational crime, particularly online scams and human trafficking, must rely on international cooperation, not on unilateral foreign police or military actions, which it considers inappropriate and counterproductive.
This position was underscored on Feb. 24 by Cambodian Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, H.E. Prak Sokhonn, during his address at the High-Level Segment of the 61st Session of the Human Rights Council of the United Nations, in Geneva, Switzerland.
In his intervention, H.E. Prak Sokhonn emphasised that online scams are a global phenomenon that violates human rights beyond national borders. He noted that since the creation of a national task force led by Prime Minister Samdech Thipadei Hun Manet, authorities have dismantled numerous criminal networks, rescued thousands of victims, and arrested many perpetrators.
The Cambodian top diplomat also indicated that Cambodia is currently finalising a special law dedicated to combating online scams, demonstrating the Royal Government's determination to eradicate this crime.
He further stated that Cambodia has engaged in collective efforts with relevant parties at the national, bilateral, and multilateral levels, believing that only cooperation based on dialogue and mutual respect will allow for an effective response to this cross-border challenge.
"This fight requires cooperation, not unilateral foreign policing or military actions, which serve only to mask acts of aggression and occupation," he emphasised.
According to the Secretariat of the Commission Against Online Scams (CCOS), since June 2025, Cambodian authorities have intensified their operations against online scams, successfully raiding approximately 2,500 locations, resulting in 200 major cases of online fraud being dismantled.
