Cambodia Launches Climate Finance Facility to Accelerate Green Growth and Climate Resilience
AKP Phnom Penh, June 17, 2026 --
The Cambodia Climate Finance Facility (CCFF) was officially launched on June 17 in Phnom Penh, marking a new step in the Kingdom’s efforts to expand climate-related investment and accelerate green growth.
The opening ceremony, held at Sokha Phnom Penh Hotel, was presided over by H.E. Ros Seilava, Secretary of State at the Ministry of Economy and Finance, who delivered the keynote address outlining the Royal Government of Cambodia’s vision for mobilising climate finance in line with the national green development strategy.
The event was organised by the Agricultural and Rural Development Bank (ARDB) in collaboration with Mekong Strategic Capital, bringing together representatives from government ministries, the National Bank of Cambodia, development partners, and private sector stakeholders.
In his remarks, H.E. Dr. Kao Thach, Delegate of the Royal Government in charge as Chief Executive Officer and Board Member of ARDB, described CCFF as a landmark initiative supported by the Royal Government.
He noted that the programme is the first national-level facility in Asia enabling private sector access to Green Climate Fund financing, with a total funding of around US$109 million.
Of this, US$50 million is provided in loans and US$5 million in technical assistance from the Green Climate Fund, alongside US$54 million in co-financing from development partners, including the Ministry of Economy and Finance.
H.E. Dr. Kao Thach said the facility aims to expand green credit and strengthen Cambodia’s response to climate change, particularly through emissions reduction and improved resilience.
Speaking at the ceremony, H.E. Chheng Kimsun, Secretary of State at the Ministry of Environment, highlighted the importance of green finance in achieving Cambodia’s sustainable development goals.
The CCFF will support five priority sectors, including renewable energy, energy efficiency, agriculture, irrigation, and low-carbon transport, through concessional lending and wholesale financing to local financial institutions.
