Cambodian PM Calls for Responsible Use of AI, Warns Against Over-usage

Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, has highlighted the growing importance of Artificial Intelligence (AI), calling for its responsible use and warning against excessive reliance on the technology.
Addressing the graduation ceremony of more than 2,000 students of Asia Euro University in Phnom Penh on Friday, Samdech Thipadei Hun Manet said AI is increasingly becoming a fundamental component of the global economy and a powerful tool that can enhance the quality and efficiency of work.
The Prime Minister noted that those who know how to use AI effectively may be able to perform certain tasks more efficiently than those who do not, particularly in searching for information, data management, and supporting timely analysis and decision-making, however, he stressed that AI should remain a tool to support human thinking rather than replace it.
“Knowing how to use AI is better, but do not rely on it for decision,” he said, emphasising the need to establish appropriate boundaries in the use of AI.
The Premier also underlined the importance of ensuring that schools and educational institutions do not allow students to depend entirely on AI in their learning and training.
The Prime Minister further cautioned that AI relies heavily on data and technology. If the data provided to an AI system are inaccurate or incomplete, its output can also be unreliable.
“Do not rely on AI too heavily. AI depends on data; if that data is inaccurate, the results will be flawed. Also, be cautious about letting AI make decisions instead of humans. No matter how capable a machine is, it is not the same as a human,” he explained.
“Human decision-making is based on a multitude of factors—ranging from culture and emotions to sentiment and specific circumstances. These human dimensions cannot always be fully captured by an AI system. Therefore, if we rely on AI to make decisions for us, we are in trouble,” he stressed.
For this reason, Samdech Thipadei Hun Manet warned against allowing AI to make decisions entirely on behalf of humans.
He emphasised that the appropriate approach is to acquire the ability to use AI effectively while maintaining human responsibility, judgment and critical thinking.
“Know how to use it, but do not depend on it,” the Prime Minister reiterated, calling for AI to be used as a supporting tool rather than as a substitute for human judgment.
